It's a really big deal that lets NCSU "spend" for depth and top talent.
NCSU in-state estimated cost of attendance for 2022-2023 is $25,752.
VT out-of-state estimated cost of attendance for 2022-2023 is $52,758.
That means is if NCSU signs off on in state tuition for enough wrestlers to fill out your team, you can walk on at State and pay less than you would with a 50% scholarship at VT.
With redshirts and partial scholarship backups, I'm guessing you probably end up splitting your 9.9 official scholarships 15 ways (or more). Let's take an extremely over-simplified example where you want to pull in top-shelf talent with 100% scholarships but want to make sure that all 15 are at least "50% guys". If you do that, you can only offer 5 full scholarships and give the other 10 guys 50%. If NCSU employs the same strategy, they can have 10 guys getting basically full scholarships, while still giving "walk-on 50%" tuition waivers to 5 (or more!) backups/redshirts. So the tuition benefit actually goes get you double the amount of full scholarship talent in my example.
